HOW TO BECOME A REGISTERED ONSITE WASTEWATER PRACTITIONER
The Sewerage System Regulation (SSR) makes registration mandatory for 'registered practitioners' in the categories of Planner, Installer and Maintenance Provider to a competency level for Type 1 and Type 2 systems. ASTTBC provides a voluntary certification to a competency level for Type 3 systems in the categories of Installer and Maintenance Provider, as an assistance guide to Professionals for selecting experienced practitioners for Type 3 projects. Private inspection services are not currently regulated and are not covered by the Sewerage System Regulation. At the request of industry and as an additional service to the public in identifying competent practitioners, ASTTBC has provided a voluntary certification and registration for the categories of Private Inspector - Residential and Private Inspector - Commercial.
Persons already registered with ASTTBC as an Applied Science Technologist (AScT) or a Certified Technician (CTech) who wish to offer onsite wastewater services will be required to secure registration as a Registered Onsite Wastewater Practitioner (ROWP).
 Complete an education and training program as approved by the Westcoast Onsite Wastewater Training Centre
 Satisfy the Onsite Wastewater Registration Board (OWRB) as to the minimum experience required
 Complete the ASTTBC on-line Professional Practice and Ethics exam after studying an on-line training manual
 Submit references as to who can validate the work experience claimed
Steps to Registration
The steps you need to take will depend on your present qualifications.
1. Contact the Westcoast Onsite Wastewater Training Centre for information on training availability
2. Acquire the training for your desired category(ies) of registration as set out in the Onsite Wastewater Registration Policy or document equivalent education
1. Contact ASTTBC for an application package
2. Apply to ASTTBC for registration
3. The Onsite Wastewater Registration Board will review the application, contact references, and either grant registration or reject the application
4. If registration is awarded, a certificate and practitioner’s stamp will be issued by ASTTBC
5. If the application is rejected, the applicant will be contacted and the reason(s) for rejection explained
The ROWP stamp will be used on official plans and documents filed with the Health Authorities. See the Stamp Use Guidelines in the Documents section of this website.
Effective April 1, 2009, and consistent with the terms of the Agreement on Internal Trade (AIT) and the BC/AB Trade, Investment and Labour Mobility Agreement (TILMA), the Applied Science Technologists and Technicians of British Columbia (ASTTBC) will certify and register Onsite Wastewater Practitioners who are currently certified/registered/licensed in another jurisdiction in Canada, in accordance with the provisions of these Agreements.
Registration with ASTTBC is required to practice in British Columbia. General registration requirements for previously certified/registered/licensed applicants from other jurisdictions are:
 Complete the appropriate ASTTBC Transfer Application Form in full (contact ASTTBC for the correct form).
 Have the issuing authority in the Province from which the transfer is being made attest to the good standing of the current certification/registration/license.
 Mail the completed application to ASTTBC (incomplete applications will be returned) with the transfer and stamp fee of $375.20 (incl HST) payable to ASTTBC.
Additional specific policy requirements for individuals wanting to transfer under AIT/TILMA for registration as a Registered Onsite Wastewater Practitioner (ROWP) are:
 Completion of a Jurisprudence Exam that examines for knowledge of:
  the Applied Science Technologists and Technicians Act and Regulations of British Columbia and the ASTTBC Code of Ethics
  the BC Sewerage System Regulation and the Standard Practice Manual for Sewerage Systems (SPM).
 Completion of a Letter of Affirmation confirming they have read, understand, and will abide by the ASTTBC Code of Ethics, the BC Sewerage System Regulation and the B.C. Standard Practice Manual.
Note: Newly-licensed Onsite Wastewater transferees will also be subject to ASTTBC’s Practice Assessment Program as per all new certified/registered licensees and should visit Section 8: Inter-Provincial Transferees within the Onsite Wastewater Registration Policy for more detailed information on practice audit policy requirements.

All of the above fees are subject to the Harmonized Sales Tax (HST) and this tax will be added. The Annual Renewal Fee will be adjusted each year for inflation and as required to ensure the Onsite Wastewater Registration Program is fully sustainable.
*Current certified and registered regular ASTTBC members (AScT or CTech designation) have reduced OWRP registration annual renewal fees to an amount of $150.00.
*The billing period for annual renewal fees is from June 1st to May 31st of each year.
The stamp remains the property of ASTTBC. When a registrant ceases being registered the stamp must be returned.
